PHHS is a DMW-licensed Philippine recruitment agency authorized to facilitate the recruitment and deployment of Filipino workers abroad.

  • Coordinate with PHHS for an initial consultation
  • Execute the required recruitment agreements
  • Submit job orders and employer documents for Migrant Workers Office (MWO) authentication
  • Comply with DMW recruitment and deployment procedures


PHHS will guide you through the entire process—from documentation and accreditation to worker selection, deployment, and post-deployment monitoring.

What is DMW?

The Department of Migrant Workers (DMW) is the Philippine government agency that regulates overseas recruitment and deployment. It sets the rules, approves job orders, and ensures that Filipino workers are legally deployed and protected. All licensed Philippine recruitment agencies operate under DMW regulations.

What is MWO?

The Migrant Workers Office (MWO) is the Philippine government office based in Philippine embassies or consulates abroad. MWO authenticates employer documents, job orders, and employment contracts to ensure they comply with Philippine labor standards and host country regulations.

The Overseas Employment Certificate (OEC) is an official document issued by the Philippine government that allows a Filipino worker to legally leave the Philippines for overseas employment. For employers, the OEC confirms that the worker has been legally processed and cleared for deployment.
